Three initiatives launched in one ceremony
Uttarakhand Governor Lieutenant General Gurmit Singh (Retd.) inaugurated three separate initiatives at Lok Bhawan on Wednesday, July 29: Operation Saathi, the Aarohi Incubator, and an AI Newsletter. The launch builds on the state's broader push into artificial intelligence-driven governance and development, following the "Uttarakhand AI Mission–2025" policy the Governor had launched at Raj Bhawan in November 2025.
The Aarohi Incubator's focus on rural innovation
The Aarohi Incubator is aimed at nurturing rural innovation and enterprise, part of a wider pattern of incubation initiatives working to bridge Uttarakhand's rural entrepreneurs with technology, mentorship, and market access. Speaking at the launch, Governor Singh described the broader AI push as "a transformative program," framing it as part of the state's effort to ensure emerging technology reaches beyond urban centres and into the state's rural and hill communities.
An AI newsletter and a dedicated AI lab
Alongside the incubator, the Governor launched an AI-focused newsletter intended to keep citizens, entrepreneurs, and officials updated on the state's ongoing AI initiatives. The launch also followed the earlier inauguration of a dedicated AI lab at Lok Bhawan; touring the space just before the ceremony, Singh remarked that he "felt a vibration... the vibration of the future, a vibration that will make India a world" leader in the technology, underscoring the symbolic weight the Raj Bhawan has placed on positioning the state at the forefront of AI adoption.
Part of a broader AI push
Wednesday's launch is the latest step in a sustained effort by the Governor's office to embed AI across state governance, following the AI Mission–2025 policy framework and a January 2026 review meeting where the state's IT Department briefed the Governor on phased AI adoption across government departments — with officials describing goals including improved governance transparency, more data-driven policymaking, and more efficient, citizen-centric public services. The Governor's office has previously tied its AI ambitions to Prime Minister Narendra Modi's stated vision that "the third decade of the 21st century belongs to Uttarakhand."
